Even the person who runs Hamilton County’s largest shelter isn’t sure of the number that would prevent a court-ordered ban on public homelessness from going into effect.
So what exactly is the shelter network’s capacity? Do cold-weather seasonal beds count? What about overflow, the additional number of people a shelter can hold by putting mattresses on the floor? The Cincinnati Enquirer investigated and found these are not easy questions to answer.
